Megan Carey is the Vice President of Organizational Learning & Strategy at Blue Engine, a nonprofit that partners with schools, districts, and education organizations to strengthen Tier I instruction and multi-tiered supports, enabling all students—especially those with disabilities and multilingual learners—to access grade-level learning. Megan leads Blue Engine’s growth strategy and partnership development, contributing to its two-decade-long research base on multi-adult collaboration, including models connecting tutors, paraprofessionals, general educators, and specialists. She has spearheaded initiatives such as Blue Engine’s collaboration with the National Student Support Accelerator to create the first Tutoring Toolkit and District Playbook, co-authored briefs on MTSS in tutoring and paraprofessionals as tutors, and guided partnerships, including Detroit Public Schools, to embed tutors supporting Tier II interventions alongside Tier I curriculum.
