Whether you're a district or state leader considering developing a Request for Proposal (RFP) or a vetted list of tutoring providers, you can use the flowchart below to clarify your needs, priorities, and goals for partnering with a tutoring provider. The flowchart walks through key questions beginning with who should be involved and ending with how to chose which provider best meets our needs. As you work through the flowchart, if you have already completed the step described, you can move on to the next question. If you have not completed the step, the flowchart offers examples and resources to guide you. Upon completion of this Needs Assessment, you will better understand the characteristics of a tutoring provider(s) that will best meet your needs.

Usage Guide

Districts and Local Educational Agencies (LEAs) interested in starting a tutoring program can follow the four-step process below to design and execute an effective tutoring provider selection process. State Education Agencies (SEAs) and LEAs interested in creating a vetted tutoring provider list, may skip Step 2.
